THE CHALLENGE
As the institution responsible for national infrastructure, the Ministry of Public Works and Housing (PUPR) focuses on flood control in hazardprone areas to safeguard public safety through rapid and accurate responses. When rainfall intensity increases drastically, the ability to respond quickly becomes critical—both to protect infrastructure and ensure the safety of communities in affected areas. However, the existing SCADA system did not allow remote access to key infrastructure components such as sluice gates, water flow sensors, and pump systems. As a result, operators were required to be physically present on-site for monitoring and operation, which delayed response times and increased the risk of infrastructure damage and flooding downstream. Furthermore, the lack of an automated reporting system complicated coordination between field personnel and central decision-makers. Crucial information from the field often had to be compiled manually, making emergency response less timely and less structured. Without complete historical data, the ministry also struggled to evaluate system effectiveness yearly and develop more precise preventive strategies.

Web-based monitoring allows operators to control vital infrastructure—such as sluice gates, pumps, and flow sensors—directly from a central control center. There is no longer a need to be on-site, allowing for faster response and significantly reducing risk for field personnel.
The system generates automatically formatted reports ready for analysis, streamlining coordination and accelerating decision-making, especially during emergencies.
With support for Modbus and MQTT, the system connects seamlessly to a wide range of devices — from PLCs to level sensors — into a single platform, making operations more efficient and centralized.
Operational data is recorded and stored systematically, providing a solid foundation for trend analysis and long-term performance evaluations, enabling smarter disaster mitigation planning.
